Disaster Risk Management Communication in ASEAN Case Study in Flood

Abstract


This paper covers in natural disaster specific in
flood. Due to flood is a type of hazard that affects more people as
it was evidently shown in the disaster of Thailand, Philippines
Indonesia, Cambodia and Loa every year. Flood is affected to
people, economic and social as a result of flood disaster in
Thailand and Philippines in 2011, consequence toward ASEAN
community in 2015. It aims to study the effective and efficiency
of disaster management communication in ASEAN. Positively, 10
countries have representative in both ASEAN Disaster
Committee (ACDM) and AHA Center to exchange, share and
allocate information necessary for prevention, preparedness and
recovery. International organizations such as UN – ESCAP and
ADPC are also supporting them with knowledge in that category.
From the data collected from ACDM AHA Center, ADCP and
CDP, the research found that ASEAN just established AHA
Centre to work on information and deal with communication
center among membership, it have effective flood hazard
management but there are different communication process in
national country. For example caused initially by the flood
prediction from any country such as Thailand has painfully
learned from flood disaster. The communication deficiency in
Thailand at that time is partly the result of the lack of prevention
and preparedness. Philippines, just the opposite, have more
experience, and its communication was effective enough to
prevent and prepare for flood disaster in 2011. Nonetheless,
politics and bureaucracy in both countries have affected the
management of flood crisis as well as flood communication
management.
