Public Policy Evaluation of Human Resources Transformation on Vocational High School in Situbondo District

Abstract


Vocational education policy in Indonesia aimed at
developing human resources that have knowledge, skills and
abilities in the era of globalization. This study aimed 1) to
determine the pattern of vocational education policy in
Situbondo District, 2) to determine the evaluation of human
resource development policy on vocational high school in
Situbondo District, 3) to determine the strategy of human
resources transformation models on vocational high school in
Situbondo District. The area of research in Situbondo District:
the research data is a primary and secondary data. This research
used data collection techniques include observation techniques
and in-depth interview techniques. Informants selected by
purposive sampling technique, analytical methods using
descriptive analytics. Engineering degree examination conducted
with the participation of researchers confidence, perseverance
observation, triangulation, checking informant, availability
referential. The discussion show that in Situbondo District
doesn’t have local laws that specifically regulate only limited
from education department head's decision. Evaluation of
regional government policies are formulated local regulations
vocational high school education. Human resources
transformation strategy used is the entrepreneurial emphasis in
academic activities theoretically and practically to improve the
quality of students' vocational learners and educators personnel.
Transformation model used is the development of
entrepreneurial incubators in educational activities through
cooperation to improve human resources and product
competitiveness from vocational high school in Situbondo
District.
